When TOPS started, the legislature controlled tuition and raises in tuition were slow.

Then the retards voted to allow the universities to raise it, I think up to 10% a year if needed.

Surprisingly, the annuall tuition hikes became needed and outpaced TOPS actuarily derived self-funding plans.

The legislature hit the TOPS self-destruction button years ago.
