IMO this is how they should change it up:

1) If you intentionally foul a guy that has the ball or is in the act of passing/shooting then it is the same. He goes to the line to shoot free throws.

2) If you foul a guy that doesn't have the ball, like how this hack-a- works mostly, then the team can choose btwn the free throws or just taking the ball out.

I hate the idea of eliminating the risk of playing horrendous free throw shooters completely.

To the contrary-- fouls should be encouraged to serve as a curb on the violation of rules.

If teams figure out how to use them strategically, there is already an existing remedy within their power-- to make the FT, and with every opportunity move players on the opposition closer to disqualification.

The tactical use of fouling is *exactly* the kind of advantage seeking within the parameter of the rules the game should encourage.

If you can't do your job in the FT shooting phase of basketball, the rules shouldn't be adjusted to coddle your incompetence.
