as far as I know, they do not throttle anything. Connect your laptop directly to the Eatel ethernet jack with a CAT6 cable.
run a speedtest from speedtest.net
If you are not getting the speeds you pay for, call them. I pay for 50Mb/S. When I ran the test, I found I was only getting 25. I called them and they had to "upgrade a card" in the box on my house to support the higher speeds.

Last night while hulu was buffering, I ran a speed test and was getting in excess of 80 on the same wireless. My YouTube seems to buffer as well. No other devices were running at that time. I'm stumped.
