It's more about the characters than the plot, IYAM. You have to get to know them, and it takes a while.

Most shows are that way for me. Even with plot driven shows, I find myself asking "why should I care?" Once I become invested in the characters, the show really takes off for me.
I'm that way with a book too. It takes about 100 pages for the characters and story sink in.

Definitely character driven. Keep watching, it's one of the 3 greatest shows of all time.
To be honest, I rewatched some episodes from the first season a few months ago, and the first season seemed a bit dated and not as strong as season 2-4
