You need to do some other troubleshooting to narrow it down.
1. Replace the cord and test
2. Hook up another computer to the same cord/modem/router and test
If you replace the cord and it still has issues and a different computer doesn't have issues, its your ethernet port. You can buy a PCI ethernet card relatively cheap and install it
If it happens on the different computer, its either your modem/router or the ISP itself

Probably not going to go through all that. Maybe it'll just go away on its own just like it came from nowhere. Playing a ton of single player games and catching up on backlog in the mean time:
