Let's see:

If countries are bombing terrorists' neighborhoods daily, and I live in a neighborhood that is 90% terrorists, should I expect to be bombed?

If countries are bombing terrorists daily, and I live in a neighborhood with only 1% terrorists, is it more likely that I get bombed than the guy living in a neighborhood with 90% terrorists?

Yes, just move away. There are plenty avenues to go down to get yourself out of that situation and get help. If you wanna live with terrorists, frick you. Here comes the boom. Welcome to the party

You're making the assumption that those neighborhoods are predominantly composed of terrorists, when you actually have no clue.

As a peaceful civilian, you have a right to your own home. It's wrong to blame the innocent civilian for his own death simply because he did not flee his home in anticipation of an imminent carpet bombing. Maybe he didn't know his neighborhood had become a target. Maybe he had sick/injured family members who couldn't be moved, or he himself was sick/injured and could not move. Maybe his entire city had become a battlefield and he couldn't leave for fear of being mistaken for a combatant and gunned down in the streets.

When you start blaming the civilian for his own death during a carpet bombing, you're treading into dangerous territory. You're assigning blame where it does not belong. The onus is on the nation doing the bombing to reduce the risk of civilian casualties. This is why the US has such strict rules of engagement. The blowback is tremendous when we bomb without concern for the lives of civilians.

Yea, they should just use their Realtor app, find a new home, get a UHaul and get outta terrorist towns.
