That would be like saying it's quasi illegal to have the ingredients needed to make a homemade bomb in your house, when really you just have them because you have a pool, a barbecue pit, or whatever else would cause someone to need them.

Ummm...privacy? Every other browser has a backdoor in it and/or collects all of your data.
Using it is not "quasi-illegal" in any way.
