No, although you would think he qualifies based on the media hype, magazine covers, etc. He has the potential, but doesn't have the body of work yet.
For all of the youngsters on here, there are many reasons Rudy Macklin's #40 hangs from the rafters at the PMAC.
He was named an NCAA First Team All-American in 1980 and 1981. As a senior, he was named the Southeastern Conference Player of the Year and led LSU to the NCAA Final Four (LSU 31-5).
He graduated as LSU's all-time leading rebounder (1,276) and second-all-time leading scorer (2,080).
LSU won 90 games during Rudy's career, the most ever in a 4 year period.
Rudy obviously belongs on the mythical all-time LSU squad, and to leave him off is silly.

That's great, and his career was sterling. Simmons' total numbers would surpass Rudy if he had to hang around for 123 career games. Instead, we have to look at his per game totals. Simmons is doing more than even the great Rudy Macklin did. Now he still has to finish the season, so we'll see where his per game numbers finish.
