He isn't pushing himself very hard if he is doing his entire body a few times a week. Oh he may sweat and feel "a pump" but he isn't forcing growth.

go to military athlete and just figure it out like everyone else

Stronglifts 5x5 and most/all variations of it are full body a few times a week and that's one of the best overall strength and size building programs.
