Update - they denied my credit in May, I appealed to LBTA and submitted my documentation again and included a court case as supporting documents.
Heard back from the LDR attorney and they have lost the court case and been instructed to pay my claim.

As a Louisiana taxpayer, I am sorry that our government caused you the inconvenience of delaying your claim. But the outcome is exactly as I suggested back in 2015. The same thing is going to happen with respect to the credit for installation of solar energy systems.
