The decision not to draft Lael Collins was made 224 times in a row by 32 people acting independently. Then those same 32 people suddenly reversed course and decided he was worth offering an undrafted free agent contract. What are the odds of that happening coincidentally? Pretty much zero.
The NFL teams had to be acting in concert for Collins to go undrafted, but still wanted enough by all 32 teams to receive free agent offers. Dallas didn't get a steal so much as they were the beneficiary of collusion by the NFL. If I were Collins I would be suing the NFL for colluding to deny me fair market value for my services. I would be seeking treble damages using RICO as justification.

Doesn't that happen with every undrafted free agent?

Ridiculous.
Collins himself made a statement that ran on the ticker the whole draft , that if he wasn't drafted in first 2 rounds to not draft him or he wouldn't sign.
