Except you will probably piss him off and I'm not sure if I'd want to annoy someone who works on my teeth, LOL.

If you are short because you are trying to pay off other debts, then just tell him this was a large unexpected expense, both in timing and in not knowing what the total would be, and you be able to pay him X a month until paid off.

hes already on a payment plan, and now hes trying to give a small/moderate sum up front so he can get out of paying half.

That's fine. We live in a major metropolitan city and dentists' are easy to come by.
