Yeah, but this has been the story every year for the past several years (except Mett - who began his career at Georgia and then to JUCO).
It's not as if Jefferson, Lee, Jennings or Harris were crap coming out of high school. Weren't they all 4 stars? And why is it that teams who get 2 star talent at QB end up being far better at that position?

1. Most of those 2 stars succeed in a "one read" offense. The plays are designed to go to one player. It's simple and effective if the QB is accurate.
2. 90% of those one read offenses are run entirely from the sidelines, even the protection schemes are called by the coach.
A pro-style offense revolves around a QB making all the protection calls and audibles at the LOS. It also requires them to make pre-snap reads to determine where they are going with the ball. They then have to go through progressions, move safeties with their eyes, and have a quick trigger to be successful.
Harris seems to have the protection scheme and audibles down, but he still struggles with pre-snap reads. He's also bad about moving the safeties and going through progressions. Add into all of this that he is not very accurate and you have a recipe for bad QB play.
He's also only a sophomore and will get better with time in the system.
