You OE cats back on it or aftermarket? If aftermarket are they high flow? If they are high flow try a less restrictive muffler, could be caused by back pressure causing the cats to hit their resonance frequency.

Sounds very much like loose catalyst inside the converter. Maybe he got a damaged one. Just a thought.
