I like the evil mastermind part of the theory, but the Force user part absolutely does not hold up. The Gungans are shown to have fantastic agility, Jar Jar is not unique in this sense.
I like the rest of it, but I jump off on the Force user part.

The evil mastermind part (assuming Sith) falls apart as well because that would mean there would be 3 sith at once, while at the end of the 1st movie, they blatantly say that cannot be the case. It breaks the fundamental rule of the Sith right out of the gate. However, if you overlook that huge hole, yea it makes sense
