Sounds like you know the best plan is to talk to the guy, is there some reason you're thinking that won't work?

From you having to ask this question, I suspect that talking with the neighbor wont do any good.
If I spoke with him about the issue and he did nothing to rectify the situation I would get rid of the dogs. Either shoot, bury and shut up, or take them to a pound three counties over.
