they might be, as a general rule. But I'd never say never about buying anything at any given time.

Gun dealers have real lives and real life financial situations too. You never know what kind of financial bind someone may be in, and how low they will go on any given product unless you make them an offer.

This goes for hunts, guns, flowers, watermelons and everything else. If it's a small biz, you're probably talking to the owner, and he's the one who has to pay this month's bills at least by next month. Breaking even is better than losing!
