They ban it in the NE for concern about leaving out folks of religions and cultures that don't celebrate Halloween.

Meanwhile, the Christians down here have been fighting a War on Halloween for decades. A friend's office (of ostensibly grown arse people) switched to a Fall party years ago because of whining from a couple of hard core Christians.

Halloween just can't catch a break.
