I might be missing something (I didn't see the article) here but these sound like situations where restraint is absolutely not needed. A man whose armed and proved that he's willing to shoot is a threat to everyone around him and he needs to be removed as a threat as quickly as possible.

Not to mention if he kills you by shooting you in the head he now has another gun, more ammo, and your radio. Is restraint needed to do the job? Yes. Is the sense to know when and how to engage needed too? Yes.
