The "Big One" is due. An earthquake on the west coast is going to happen.

A lot of misconception is that smaller earth quakes relieve stress built up, but the understanding of the Richter scale is what is important.

Basically it would take 30,000 magnitude 5's to relieve one magnitude 8. And that isn't happening.

Like the article said, the subductive plate is stuck and even though it carries a 40mm/yr avg., when it pops the big one it could move multiple meters then settle in for another couple hundred years of slight slips.
