It's basically almost "n" word equivalent of offensive imo.
Eta: When used in context of describing someone with mental disabilities. If you are saying "that's so retarded" in regards to say some new work policy that is different and not offensive.

Come on. I know it's become a negative due to the context in which people use it, but the word retard or retarded is a real word with a real definition. The "n" word has no other meaning besides the negative slur.
