Google Voice can act like a burner phone in such a situation, you can record your call and is a pretty useful tool otherwise too.

But I wouldn't call them, they're not going to be reasonable if they're collecting unconstitutional red light tickets. Just send a first class letter asking to verify the debt and that should stop them in their tracks.
