can't tell without someone who knows the business looking at it, but it sounds legal...
ETA: do you see anything sticking above ground that looks like it provides access to the tank?...that is a pretty good indicator of a more modern system...

I don't recall but I wasn't really looking for that at the time. I do remember seeing some sort of "outhouse" looking structure near the shop in the back that I wasn't sure what it was...not sure if this had anything to do with it.
