As much as you think the cops were waiting for something to happen so they could just shoot everyone, that's not the case.
However, this whole situation stinks to high heaven, and I'm not even including the part of everyone there getting arrested. That's another big F up part of this giant F up that's going on.

The cops were the only ones there with weapons like M4's that fire that type of round.

The cops had the whole place surrounded even before the bikers showed up. But I don't think they went into this with the intention of killing a bunch of bikers. I think what happened was they heard a shot go off, one of the cops got trigger happy and opened fire, and then it was a domino effect where other cops opened fire as well.
