Do you know nothing about public sector unions?
That's some fail right there. First of all public unions in Louisiana don't do shite. Secondly, and most importantly, the design and construction of roads is privatized. It is contracted out.
Recently, most of the money for roads has in fact been raided by anti-Union politicians so that they can fill budget holes they created and beef their police state up. Only 11% of the state's gas tax money gets spent on roads.

That's because 30% gets skimmed off the top to the state police union. Another 50% goes to the unionized workers at DOTD to "maintain facilities". FYI, less than 5% actually maintains a single road.
