Originally it was a group of Republican Governors, including Jindal, who came up with the idea of all states having the same set of standards instead of each state having its own set.
They then found out their constituents couldn't grasp the concept and are afraid of change, so the governors crawfished and blamed liberals and govt over reach for Common Core, even though it is a good idea.

Whoever set them in East Baton Rouge has changed them every year since the institution of Common Core, which has hindered any potential progress. Was told one curriculum had the phrase New York and people were so bent out of shape that Louisiana educators were teaching something they thought was created in New York.
