So when the meat isn't prepackaged why would that contain fecal matter?

I stopped eating my burgers medium rare after I learned about this in med school. Basically, there's bacteria from feces on the surface of the meat. Steaks are fine to eat rare because the surface gets seared, killing the bacteria. For ground beef, however, the bacteria gets mixed into the beef as it is being ground up.
