I think it's absolutely NECESSARY for someone in your situation to step up and say something if the parents aren't there or not doing their job. This is what's wrong with society today - kids think they don't have to listen to any authority except the parent who can take their cell phone away. Thus the schools have gone to hell.

Its a fine line to walk. We have a friend that has a kid that gets really violent with other kids and adults. After he pushed my wife down, I picked him up and looked him right in the eye and told him if he ever touched my wife again I would do exactly to him what he did to her.
He is 7. eta: my wife is pretty small framed, maybe 100lbs and he pushed her from behind.
I went and told his mother what happened. She was cool with it. She knows he is out of control.
