looks like mildew to me...douche that shite with some bleach water and see if it goes away...

probably, it looks like board stucco which is going to be more susceptible to mold if you don't keep it well sealed, and even then it might still be depending on the type of humidity and sun you get.

Do you have a sprinkler that hits the area? Do you have gutters that divert the rain? That looks like real thin stucco to me if at all. You may need to strip that area down and apply some type of masonry waterproofing. Then re paint or stucco but solve the water issue first.

I do have sprinklers that are close to this.
No gutters but I do have a French drain under the rocks here.
So, bleach it and then spray on some water proofing?
