What age should a child be to ride on a four wheeler with an adult driving for it to not be "questionable judgment"?

Well, considering there isn't a seat belt or restraining belt on the back platform that the child was supposedly riding on, I think it is "questionable judgement" to let anyone ride back there, let alone a kid .. Also, cutting the wheels, doing tricks, riding across ditches .. etc. at high speeds on it is "questionable judgement" .. no matter who is on it ..
