A customer who owed me $1,500 sold their business and honestly believed they no longer owed me the money because they sold the business. Hard to believe how many grown people have the rationale of a 6-year-old.

Um new owner could have easily assumed all responsibility for said debt when he purchased the business.

Go ahead and down vote me too. Like the other guy said, it is very possible that your customer's debt passed to the new owner.
