That's part of living by any water source. In America we put a high value on being right on top of a water source, fully knowing it could flood/damage your house. That's not going to keep people from buying as long as they can find insurance.
Eta: as stated though, building the house on piers would be the intelligent thing to do.

I don't see why insurance would cover properties like this. It is like people who build their million dollar homes on barrier islands with unstable land.

Not sure about the haven but queensbrough had their power turned off due to flooding.

Some of the most expensive property in America is along the ocean shore lines that can frequently be damaged by hurricanes. Sometimes its just worth the risk. I'm sure they do have insurance and will probably rebuild in same area because this rarely happens.
