All of it's funny but as an officer of the law, he's unaware that cigarettes aren't sold in prison anymore? It's all hand rolled tampon/bible paper and tobacco that was brought in in someone's a-hole.

This is just a hunch on my part, but if the police have a reason to come and get you, they will come and get you, they dont wait for the time clock to ring 9am.
