Well, that was done for political reasons which was a mistake. It perplexes me why Jimmy Carter thought boycotting the Olympics would cause the Soviets to withdraw troops from Afghanistan. It was pointless. This is different. If all of the European countries boycotted the World Cup along with Brazil, Argentina and a few other South American countries, the World Cup would be meaningless. FIFA would lose a lot of money from sponsorship, TV distribution rights, merchandise, etc... Hitting FIFA is really the only thing that would cause change.
