They don't actually go fill it up right then, take the number of gallons required to refill and then multiply by $9.xx...they simply plug into their computer how much was left in the tank and it spits back a "fuel surcharge".

The contracts state that if you don't return it full they will charge for a full tank. Tough shite on that part. They also are required by law to clearly state how much a person will be charged per gallon for the refill.
