Medals are earned by teams playing each other. The teams played. I would accept your flawed argument as a tie breaker, sadly thought there is no tie to break. Hawks are bathing in bronze

Not everyone in a tournament plays each other. It can only go by who won the most games.
The Rockets 9 wins puts them ahead of the 8 win Hawks in the tournament.
Rockets with the bronze. It's not even an argument.
