This is not a German phenomenon. It was a worldwide phenomenon. Eugenics held sway in the minds of many, including in the minds of citizens from the Allied powers.

Some of the more aggressive eugenics programs in the US were in NC and CA. They were still sterilizing "retards" into the 60s.

In Europe at least, violent anti-Semitism predated Nazi Germany by centuries. In fact, hatred of the Jew was well established in Germany and throughout Europe by the time Hitler took power in 1933.
