At this point does anyone even argue that Atlanta isn't an awful sports city? Same goes for Miami.

Miami though does not value college sports over pro sports like Atlanta does. The just need some winners and they'll come (just like nearly any pro sports town at least). The one thing that has kept them going the last 11 years or so is the Heat.
