Shae was a Tywin hire from the beginning.
Tywin hires exotic foreign whore to keep Tyrion out of the brothels in kings landing, also to keep tabs on him and betray him when the time is right.

I could see it if Tyrion didn't have to threaten someone to get her to start with at the battlefield. I could see Tywin hiring her soon after when they arrived in King's Landing.
