Question, who was/is the rightful heir to winter fell? Does it go to all male children regardless of age and then to a female? So, since everyone thinks that Bran is dead, is Sansa the rightful heir?
But I don't think your question can be answered by the TV show. I would say in general with our world history, if Winterfell was liberated - IE, freed from other political constructs - Bran, then Rickon (both assumed dead) then Sansa, then Arya. Once Sansa/Arya bore a male child (after marriage to another highborn family), he would be King in waiting.
Summarize:
1. Bran
2. Rickon
3. Sansa until she bore male heir
4. Arya until she bore male heir
I think that would be about right.
