I'm not sure. The story was, if I remember correctly, that the police were telling inmates they'd get reduced bail if they sign these legal waivers and the county public defender's office was involved as well. From what I've read what is supposedly BS is that the public defenders were involved in the scheme.

Yeah, I just read up more on it. Seems the entire thing was BS that sprouted wings on social media and slanted blogs. If it were true, that would be a major issue however.
