Hadn't been keeping up with these cases. Is it true that the whole "We'll reduce bond if you sign this waiver" mantra was just BS?

I'm not sure. The story was, if I remember correctly, that the police were telling inmates they'd get reduced bail if they sign these legal waivers and the county public defender's office was involved as well. From what I've read what is supposedly BS is that the public defenders were involved in the scheme.

almost certainly. you can't sign away constitutional protections.
