Civil War is supposed to have about 20 characters in it, that's a bit ridiculous IMO.

Way too oversaturated. I don't know what's more saturated: the superhero genre or the Liam Neeson "I'm gonna get revenge on you and everybody you know" genre.

Civil War has to have that or you can't tell the story.
I think Ant Man is going to be pretty different. And Doc Strange will be in the pipe, which will be fantastic.
But Avengers is supposed to be big. And they set up Tony and Thor walking away for a little while as expected. Gives you an opportunity to bring in some new characters.
I'm guessing Bucky is going to play a big part in Civil War, and I'm really excited about that.

You don't know the civil war story line if you think 20 characters is too much
