Goofdell can make an exception. He has a long history of making up the rules as he goes along.

In this case, there are special circumstances (a prospect was under suspicion for a crime, which at that time we would know he didn't commit). That suspicion kept him from being drafted. They can and should let him enter the supplemental draft. Teams who think he's worth a first or second round pick can then take him where he should have been chosen.

The owners and players association have to change this not Goodell. I don't get why people think Roger makes the rules? He just enforces them. This is collective bargained, this isn't changing. Collins played chicken and lost.
