He's needing a pfd as well.
Assuming he plans on actually wearing it for safety, he's looking at spending $75-150 for a comfortable pfd such as the Stohlquist Fisherman or an inflatable.
Since its a paddle kayak, if he buys a quality paddle from the start, he's looking at $100-150
So his estimate of $800 is a fair assessment. $600 for the kayak (after tax), plus $150-300 for the paddle and pfd.
OP: don't forget to budget for some of the essentials: anchor trolley, rod holders, crate, fish bag, stake out pole, kayak cart, etc.

ETA: yes, he can go buy a cheap paddle for $40 at academy and get one of the orange horsecollar pfds for $15. . . If you use those and like them, more power to ya! I bought a used kayak once that came with the cheap aluminum paddle- they're heavy and after a long day on the water you will be wishing for that fiberglass paddle!
