Is this the best sitcom to premier in the past year?
I find it fantastic. I notice a lot of complaints are kind of rooted in how cringe-worthy it is, but that's right down my alley. My favorite sitcom ever is The Office and I reveled in every cringe brought on by Michael G Scott. A lot of people I've discussed this with say that the difference is that Michael is lovable while Phil is a self-centered a-hole, but really, Michael was just as much a self-centered dick, just under less extreme circumstances.

I feel like it's gotten better every episode. I have 4-5 moments each episode now where I'm laughing out load uncontrollably. Its the show I look forward to most each week now.

I haven't watched this yet but plan to soon. Most of the complaints I've seen is that the show quickly abandoned the premise of him being alone or even just him and Schaal for a half season and just became a basic sitcom. That was disappointing to hear because the premise of it being just him or just the two of them for 6 or 8 eps sounded very different.
