Tennessee needs to trade back. Someone will pony up for the second spot. They have a lot of needs and need to help out the qb, not draft another and waste a pick.
Also, Tennessee could easily select Mariota and then trade him later on. Similar to the Manning for Rivers draft.

I'm not sold on Mariota being a great prospect and truth be told, I bet the Titan's aren't either. I think Tenn. would love to trade down if the right package came along.
As far as Mettenberger's potential as a franchise QB is concerned, I still go back to the fact that he was a 6th round draft pick. Other than Brady, there aren't many franchise QBs that were picked that low. In a league where the QB position means everything, you have to question why he lasted that long on the board? If he was truly thought of as someone who had franchise QB ability, then you would have expected him to be taken well before the likes of Tom Savage, Logan Thomas, Jimmy Garopolo, and AJ McCarron
