If I'm not mistaken, that has always been the case. If you graduate, then get your four years experience, but never take the FE. You can take the FE, then turn around and take the PE at the next available testing.
As far as taking it early, I don't see the big deal. It's going to be easier to take it when you are still fresh out of school. I don't see why it really matters, because there is just so much you can be doing with an engineering degree (even within your discipline), that a test isn't going to be able to cover everything to truly test if you are proficient enough to be a "professional engineer".

Good points made. I just don't see the reason for the change. I think it's harder to relearn all of this information the longer you are out of school. Seems like it is cheapened a bit by letting people take it fresh out of college. But if you can pass, you can pass. I guess it's not a big deal.
