One of the head writers posts on Reddit and he has basically admitted that they are talking about the "errors" they have made, especially with Phil's character, and are going to continue to talk about it into next season.
Even Forte has admitted he's not particularly thrilled with how Phil's character has come across.

I think Forte can be very likable. They really wasted that. And now they have some work to do to make any transition natural.

did he say what he meant by errors or how the character comes across? I like his character for the most part and understand the place he's at. The errors are what I'm more interested in.
Also, them doubling down each week is strange to me. They are running it like a midseason show that is a one and done and have from the start.
