It has a vacuum leak bro. Check for the vacuum line under the hood running thru the firewall on the passenger side.That vacuum line controls the baffle door inside of the evaporator case.The fan isn't reducing its speed,when the door moves it's redirecting the air thru all of the vents. Floor,dash and defrosters

There is a connector that plugs into the resistor. Check it to see if it looks burnt/melted. It's a common problem with Chevy's. If that's the problem, the connector costs about $15. To check this only takes 5 minutes, so its not a big deal.
